ISLAMABAD: In a bid to provide shelter and housing facilities to the low-income segment of the society, the representative of Naya Pakistan Housing & Development Authority (NAPHDA) has informed that government will extend loans to the deserving people.

The Spokesperson informed that the government is taking various steps to extend affordable housing to the people.

While appreciating the efforts for extending low-cost apartments, the spokesperson was of the view that it will help to meet the housing demand in the country as early as possible.   

Furthermore, the spokesperson was also of the view that the private sector is also being pushed to take part in NAPHDA through Public-Private Partnership (PPP).

Affordable housing is not just limited to the cost of buying a house; it is an all-encompassing feature, including the costs for operations and maintenance of the building, along with the cost of accessibility to social infrastructure (WEF, 2019). A large part of house affordability is related to house purchase price. House price is determined by a variety of different factors, including, but not limited to, the cost of land, infrastructure, building materials, labour, and profit. As much of the population does not have enough savings to invest large amounts of money towards building a house, the ability to finance down payments on mortgages is also an important factor in measuring the affordability of houses. The number of available funds, existing debts, and loan amount all add to the affordability of a house. In terms of the costs incurred to keep the house, major considerations are house occupation cost and financing of service loans. Land lease, home insurance, property tax, building maintenance costs, interest rates, loan tenure, and income and non-housing expenditure are among other major factors that affect a house’s affordability. Therefore, making housing affordable is a task that involves improvements in many areas. There is no universal standard of affordable housing because ideas differ by region and culture (WEF, 2019).

A safe, decent, and affordable house is fundamental to forging a path out of poverty. Having a home translates into better opportunities for children and parents, financial freedom for families, independent living, stability, and security (Cunningham et al., 2019). Pakistan has the highest per capita demand for housing in the world. The county is currently short of 10 million housing units for its population, with the demand increasing by 300,000 units yearly (NPHP, 2017). Due to this high demand, the cost of purchasing land in urban centres has risen exponentially over the years, making the middle and lower-middle-class unable to buy land in urban areas. Most of those who migrate from rural to urban areas are forced to live in informal settlements that do not provide adequate municipal services, security of tenure, or development facilities (Avis, 2016). These informal settlements are growing with time and expanding into the outskirts of major cities, utilising agricultural and forest land in doing so. Not only does this have a detrimental impact on the environment, but it also becomes a major challenge for future developmental projects planned to be carried out in those areas, provision of municipal services, and enforcement of regulations and bylaws. If Pakistan can solve its affordable housing crisis, the country can experience growth in its economy, revitalise its real estate sector, and bring many people out of poverty.

 

Can Vertical Development Solve Pakistan’s Housing Crisis?

Vertical development can become the most practical solution for tackling the shortage of land faced by many growing cities. A vertical city is an arrangement of interconnected mega towers that contains housing, stores, hospitals, schools, farms, and outdoor spaces, all in one building or a series of connected structures (Mathews, 2018). Rising populations, shrinking spaces, and a desire to remain close to city centres have increased the utilisation of multi-story buildings. The world is filled with examples of such high-rises, showing that Pakistan can also adopt the practice to make its cities more sustainable. The Government of Pakistan has taken positive steps towards banning real estate development projects on fertile agricultural lands and encouraged the vertical growth of cities. In addition, the government is also promoting vertical development by integrating high-rise construction in its signature development projects, such as the Naya Pakistan Housing Program (NPHP). 

The primary motivation for introducing vertical development is to increase the standard of living for most of the population and to stop the horizontal spread of cities. The vertical housing model is relatively cheaper as many units can be built on the same piece of land, limiting the cost of buying several plots for building equal units horizontally. Hence, it can become an affordable housing model for the underprivileged and help developing countries like Pakistan cover their housing shortage. A vertically developed infrastructure is also environmentally sustainable as it has a reduced carbon footprint compared to horizontal expansion. The current government’s plan to introduce vertical development policies is also in line with the ‘billion-tree tsunami’ project to reclaim forest areas in different parts of the country. With positive environmental benefits, vertical development can elevate the standard of living for the country’s population and become an effective solution to decreasing informal settlements.

 

Conclusion

As cities continue to expand due to population growth, rural to urban migrations, and natural growth, high-rise accommodation can help solve Pakistan’s affordable housing crisis. Housing, construction finance increase by Rs111bn in FY21

KARACHI: The State Bank of Pakistan (SBP), on Thursday, announced that housing and construction finance in the financial year 2021 increased by 75 per cent or Rs111 billion to Rs259 billion as compared to financial year 2020.

The announcement was made by SBP Governor Dr Reza Baqir at a meeting of the National Coordination Committee on Housing, Construction and Development (NCCHCD). Prime Minister Imran Khan chaired the meeting. 

Chairman NAPHDA, Special Assistant to the Prime Minister on Political Communication, federal ministers for finance, information, aviation, and climate change, Minister of State for Information and Broadcasting along with CEOs of banks and senior SBP representatives were part of the meeting. 

According to a SBP official, 97 per cent of the target for June 30, 2021 was met which is an unprecedented record in Pakistan’s history. 

Dr Reza Baqir further added that due to a boom in construction market, banks have decided to facilitate the sector by providing financing under the Government Markup Subsidy Scheme, also known as ‘Mera Pakistan, Mera Ghar’ (MPMG) — targeted at the low to middle-income strata of the society.

CDA ramp up campaign against illegal housing societies

ISLAMABAD: Chairman Capital Development Authority (CDA), Amer Ahmed Ali has informed that the civic authority has launched various campaigns against the illegal housing schemes in the city.

As per the media reports, the chairman was of the view that all the names of illegal housing societies are available on the website of CDA therefore, people should inquire about a housing society before buying and selling.

The chairman also informed that a mechanism is being devised for increasing the amount of fines for the housing societies violating the law.

He further added that the department will be restructured and new reforms will be brought to improve the working of the department.

Draws for Jalozai housing scheme to be held on 15th July

PESHAWAR: Amjad Ali, Provincial Minister for Housing, Khyber Pakhtunkhawa has informed that draws for the third phase of the Jalozai housing scheme will be held on 15th July by the provincial government.

The provincial minister was of the view that the draws are going to be held after the scrutiny of received applications and the draws will be held by a third party.

He also added that the provincial government is holding draws through a third party in order to ensure transparency in the process and abolish nepotism.

Furthermore, he also added that the government is taking all the necessary measures to address the public complaints and to improve public service delivery.

A system of forensic verification is also going to be established by the government for the verification of applications.

Naya Pakistan Housing Authority: Free online form submission facility to be introduced

ISLAMABAD: Naya Pakistan Housing & Development Authority (NAPHDA), on Wednesday, announced that a free online form submission facility will be introduced for the ease of people.  

Speaking to a private news channel, Spokesperson NAPHDA Asim Shaukat Ali stated that the decision was made to allow deserving people to register themselves in the second phase to allow them to own their own houses. 

He further mentioned that around 20 lac applications were registered in the first phase. Of these, only 18 lac applicants were eligible for the scheme. 

The focus of the government was to make the process smooth and convenient by eliminating hurdles. Through the online submission form, the goal was to speed up the process.

LDA takes action against 12 illegal housing societies

LAHORE: Lahore Development Authority (LDA) on Tuesday took action against 12 illegal housing societies and demolished illegal structures.

According to the details, LDA took action against illegal housing societies on Ferozepur Road, and Shahzada Road.

As per the media reports, the development authority demolished the sewerage systems, under construction roads, green belts, and other infrastructure.

Furthermore, the authority also sealed the various offices of the illegal housing societies.  

 

 




Banking sector roll-out loans worth Rs30bn under housing finance

KARACHI: As per the data released by the State Bank of Pakistan (SBP), the banking sector has rolled out loans worth Rs30bn under Government’s Markup Subsidy Scheme (G-MSS).

According to the details, the loans have been disbursed against the applications of Rs90bn for low-cost housing finance.

Similarly, the central bank has also directed the banks to develop an income estimation model for extending the markup subsidy finance to the people earning from informal sources.

Furthermore, the central bank has also advised the banks to standardise and simplify the procedures to extend the facility of low-cost housing finance.

Development work on 45,000 housing units underway

ISLAMABAD: Adviser on Parliamentary Affairs, Babar Awan on Thursday told the Senate session that development work on 45,000 low-cost housing units is underway.

While speaking in the senate session, the adviser told that development work on low-cost housing units is under progress all over Pakistan particularly, Islamabad, Lahore, Nowshera, and Peshawar.

The adviser while briefing the senate session was also of the view that 180 proposals have been submitted by the private sector for the construction of 3mn housing units, out of these, 45 projects over seventy thousand housing units have been jotted down.

He also apprised that 41 sites have been identified under the peri-urban housing schemes for the construction of 10239 housing units.
